In sum:

1. The Court finds that annexation and the establishment of territorial governance are legislative functions vested exclusively in Congress under Article 27 of the Constitution.
2. The Court finds that Executive Order No. 1418 therefore constitutes an ultra vires exercise of executive power and is unconstitutional and void ab initio.
