All federal general elections shall be held using the Single Transferable Method using the Meek algorithm, which shall be conducted as follows:

(1) The quota for election shall be calculated by dividing the total number of valid ballots cast by one (1) more than the number of seats, discarding fractions, and adding one.

(2) Each ballot shall carry an initial weight of one (1). A candidate's tally is the sum of full weights from ballots ranking them highest among continuing candidates. Candidates meeting or exceeding the quota are elected.

(3) If a candidate’s tally exceeds the quota, the value of their ballots shall be proportionally reduced to meet the quota. The surplus value of each ballot shall then transfer to the next preferred continuing candidate.

(4) The election process, including candidate election, surplus redistribution, and ballot weight recalculation, shall be iterative. Ballots shall retain fractional weights, recalculated at each stage based on current values and candidate statuses.

(5) If no further candidates meet the quota and seats remain, the candidate with the lowest tally shall be eliminated. Their ballots shall transfer at their current weight to the next preferred continuing candidate.

(6) Redistribution and elimination shall continue until all seats are filled or the number of remaining candidates equals the number of remaining seats, at which point remaining candidates are elected. The iterative calculation process shall then conclude when the absolute change in any candidate's ballot weight between successive iterations falls below one hundredth (0.01), or when no candidate's tally changes by more than this amount in a given iteration.
