Summary Judgment

In sum:

1. The majority of the Court finds that following the precedent from [CV-03] Classical Rick vs. House et al., there is no substantial controversy of the law at the present time in competition with the stare decisis established, that the Supreme Court will re-examine. Affirming the precedent, the President has no power to annex territories nor to administer their governments.
2. The majority of the Court, following such reasoning, finds EOs 1326 and 1327 to be unconstitutional, and are declared null and void ab initio.
