BILL OF COMPLAINT FOR DECLARATORY AND INJUNCTIVE RELIEF

NOW COMES, Classical Rick, appearing pro se in the above captioned matter, brings this Bill of Complaint and alleges as follows:


QUESTIONS PRESENTED

  1. Under Article 36 of the Constitution of the Republic of Krameria, a State Judge may simultaneously hold executive and administrative judicial offices without violating the requirement of judicial independence.
  2. Whether the exercise of judicial authority by a State Judge whose bar license is suspended is consistent with Articles 35 and 36 of the Constitution.
  3. Whether, pursuant to Article 38, the Supreme Court of Krameria possesses the authority to review, restrain, and suspend judges.

I. JURISDICTION

This Court has jurisdiction pursuant to Article 37 of the Constitution of the Republic of Krameria, which vests judicial power in the Supreme Court and, granting authority over all cases arising under the Constitution and laws of the Republic.

II. STATEMENT OF FACTS

From February/March, 2026 to April, 2026, Respondent, Insaf Iqbal, served simultaneously in multiple public offices, including State Judge, Clerk of the Court of Appeals, and Department of Justice Investigator.

While serving as a State Judge, Respondent exercised judicial authority while also performing functions associated with the executive branch as a Department of Justice Investigator, as well as administrative judicial functions as Clerk of the Court of Appeals.

During this same period, Respondent’s bar license was suspended, raising questions as to his qualification to lawfully exercise judicial power.

These concurrent roles combine judicial, executive, and administrative authority within a single individual, thereby raising serious constitutional concerns regarding judicial independence, impartiality, and the proper structure of government.
