BILL OF COMPLAINT:

Jurisdiction: This Court has jurisdiction pursuant to Articles 37 and 38 of the Constitution of the Republic of Krameria, as this case arises under the Constitution and concerns the validity of a federal law. The Supreme Court is the proper authority to determine whether legislation complies with constitutional protections.

Statement of Facts: On March 11, 2026, the Republic Electoral Act of March 2026 was enacted into law. Title III, Section 2.1(e) requires all political parties to pay a recurring maintenance fee in order to remain legally recognised. This fee consists of a base amount plus an additional cost per member, and failure to comply results in penalties and eventual dissolution.

The Complainant is a citizen of Krameria who participates in political organisation. This law imposes a direct financial burden on that participation and creates barriers to the formation and survival of political parties. As a result, the Complainant’s ability to freely engage in political association and democratic processes has been restricted.

Cause(s) of Action:

The Defendant’s conduct violates the Constitution in the following ways:

Violation of Article 49 (Political Rights): The law imposes an unnecessary financial burden on political association, restricting the ability of individuals to organise freely.

Violation of Article 52 (Equal Protection): The fee disproportionately impacts smaller or less wealthy political groups, creating unequal access to political participation. Unconstitutional Condition on Participation: By requiring payment for political parties to exist, the law effectively forces citizens to pay in order to participate in democracy.

Prayer for Relief:

The Complainant respectfully requests that this Court:

Declare Title III, Section 2.1(e) unconstitutional; Issue an injunction preventing its enforcement; Provide any further relief necessary to protect constitutional rights.

Such other and further relief as this Court deems just and proper.
