§7.1 Civil proceedings shall be initiated by the filing of a formal complaint by a claimant.

§7.2 The complaint shall include:

• identification of all parties;
• a clear statement of the claim;
• the legal grounds for relief;
• a detailed account of relevant facts;
• the remedy sought.

§7.3 The Court may require amendment or clarification of a complaint where necessary.
