§6.1 Criminal proceedings shall be initiated by the filing of formal charges by the State.

§6.2 Such charges must clearly state:

• the identity of the accused;
• each alleged offense;
• the applicable law;
• a detailed factual basis supporting the charge.

§6.3 Charges that are vague, insufficient, or unsupported by facts may be dismissed or returned for amendment by the Court.
