§4.1 The presiding Judge shall exercise full authority over all proceedings before the Circuit Court.

§4.2 Such authority shall include the power to:

• regulate the conduct and structure of proceedings;
• issue binding rulings and procedural directions;
• determine the admissibility of evidence;
• enforce compliance with court orders.

§4.3 All rulings and orders of the Court shall be binding upon the parties unless lawfully set aside or modified.
