§36.1 Any party to proceedings before the Circuit Court shall have a right to appeal any final judgment, ruling, or order that determines substantive rights or liabilities in the case.
§36.2 An appeal may be filed at any time following the issuance of the decision being appealed.
§36.3 No appeal shall be rejected solely on the basis of delay, provided that the decision being appealed remains legally capable of review and has not been extinguished by lawful final appellate determination.
§36.4 An appeal shall clearly state the decision being challenged, the grounds upon which the appeal is made, and the remedy sought.
