§3.1 The purpose of this Act is to establish a uniform and comprehensive procedural framework for the fair, efficient, and consistent administration of justice within the Circuit Court.

§3.2 All proceedings shall be conducted in accordance with the principles of:

• fairness;
• impartiality;
• procedural integrity;
• transparency;
• and judicial efficiency.

§3.3 The Court shall ensure that all parties are afforded a meaningful opportunity to present their case, challenge opposing arguments, and receive a decision based solely upon the law and admissible evidence.
