§23.1 The Court shall issue a final judgment upon conclusion of proceedings.

§23.2 The judgment shall include:

• (a) findings of fact;
• (b) application of relevant law;
• (c) a clear and reasoned conclusion.

§23.3 The judgment shall be based solely upon evidence admitted during proceedings and the applicable law.
