§12.1 All trials before the Circuit Court shall be conducted in a formal, structured, and adversarial manner, under the continuous supervision and authority of the presiding Judge.

§12.2 The Court shall ensure that proceedings are conducted in a manner that is orderly, efficient, and consistent with the principles of fairness and justice.

§12.3 The Court shall formally open proceedings by confirming:

• the identity and presence of all parties;
• the nature of the matter before the Court;
• readiness of the parties to proceed.

§12.4 The Court may issue preliminary directions at the commencement of trial, including instructions regarding procedure, time limits, and conduct.
