The statute of limitations for Second-Degree, Third-Degree, and Fourth-Degree Felonies shall be sixty days from—
(1) the commission of the offense; or
(2) from the date of the discovery of the commission in all cases involving fraud, and in all cases where evidence was destroyed, tampered with, or concealed, or the discovery of an offense was otherwise obstructed or hindered.
