In coming to a verdict, a presiding judge shall consider only the admitted evidence, arguments, and testimony provided by each of the parties. A verdict of guilty may only be issued upon a knowing and willing plea of guilty or no contest, or if the presiding judge has determined that the Prosecution has met its burden of proof, and that no affirmative defense is applicable.
