If an offender is found guilty of a criminal offense, and has been found guilty of that same offense in the last sixty (60) days prior to the filing of criminal charges, the offense shall have the Repeat Offender Specification, and the offense shall be escalated to one class higher than the standard classification of the offense as established by law.
