The Circuit Court shall grant an application for a search warrant if there is probable cause to believe that the search will lead to the discovery of information or items necessary to investigate the commission of, attempted commission of, or conspiracy to commit, a criminal offense. Any search warrants granted must—
(1) bear the name and signature of the judge issuing the warrant;
(2) identify the place to be searched;
(3) identify the property, messages, information, or other thing which is to be searched for and seized or recorded;
(4) identify the period of time during which the warrant may be executed.
