A person against whom criminal charges have been filed may be detained by the Kramerian Committee for State Security longer than forty-eight (48) hours, but the court in which the charges have been filed shall rule on whether the Defendant may continue to be held without bail over the course of proceedings within ninety-six (96) hours of the charges being filed. Bail shall only be denied if the Defendant is deemed to be a flight risk, a threat to the Republic or its citizens or stability, or a threat to another person.
