No person may be detained by the Kramerian Committee for State Security for a period longer than forty-eight (48) hours, unless criminal charges have been filed against them. If this forty-eight (48) hour period expires without charges being brought against a person in detention, they shall be released from custody, but this shall not prevent charges from later being filed against them.
