The Kramerian Committee for State Security shall have the power to arrest any person not granted immunity from detention or prosecution, provided that a valid arrest warrant has been issued for their arrest, or that a criminal offense was committed in the main server, in clear view of law enforcement officers or agents. No person may be arrested more than one time for the same alleged criminal conduct unless a valid arrest warrant has been issued.
