All federal courts shall have the power to issue temporary restraining orders in order to preserve the status quo before a case can be heard, to issue temporary injunctions in order to block the enforcement of a law or the continuation of an act alleged to be illegal for the duration of proceedings, and to issue permanent injunctions in order to permanently stop the government or any other party from committing acts found to be unlawful, or from enforcing laws found to be illegal or unconstitutional.
