Any Judge who hears a case shall—

(1) Commence and continue proceedings in a timely manner;

(2) Maintain impartiality and fairness in the courtroom, in both arguments and final determinations;

(3) Uphold the law and Constitution while presiding over a case, and enforce them fairly and impartially;

(4) Issue a verdict in a timely manner, with all necessary rulings and an explanation for their findings; and,

(5) Commence any necessary sentencing proceedings and issue a sentence in a timely manner.
