(a) Fund research in:

(1) Vaccine development, epidemiology, and public health.

(2) Clinical trials and longitudinal health studies.

(3) Pilot programs for innovative treatment delivery.

(b) All research projects require pre-approval by the Secretary of Health.

(c) Quarterly and annual reports must include:

(1) Progress metrics.

(2) Budget usage.

(3) Impact assessment and recommendations for national policy.
