(a) The Kramerian Aerospace Administration shall be funded through appropriations as provided by Congress.

(b) The Administrator shall submit a budget request to Congress for each budgetary period, outlining the financial needs of the KAA.

(c) All expenditures of the KAA shall be subject to congressional oversight and public transparency.
