(a) Secretary of Health oversees:

(1) Administration of KUHA funds.

(2) Staffing and resource allocation.

(3) Hospital, clinic, and provider compliance with national standards.

(b) Hospitals and clinics must adhere to operational protocols, including:

(1) Patient-to-staff ratios.

(2) Standardized waiting times.

(3) Hygiene and sanitation standards.

(c) Advisory boards may be formed for:

(1) Preventative care strategy.

(2) Research prioritization.

(3) Emergency preparedness.

(d) Secretary decisions on discretionary funds must include written justification and reporting within 15 days.
