(a) Biweekly NHF Allocation – The NHF receives biweekly allocations from the national budget, as determined by Congress.

(b) Discretionary Fund – Maximum 10% of NHF may be used for discretionary purposes. Funds may cover pilot programs, emergency healthcare, or medical research initiatives.

(c) Allocation Formula:

(1) Hospitals: 60% based on patient volume, service type, and regional need.

(2) Clinics: 20% based on outpatient volume and population served.

(3) Preventative programs: 10% based on health outcome metrics.

(4) Discretionary fund: 10%.

(d) Expenditure Reporting:

(1) Hospitals and clinics must submit quarterly financial reports detailing fund usage.

(2) All discretionary expenditures must include written justification and post-approval reporting.

(e) Audits:

(1) Independent audits conducted monthly.

(2) Mismanagement triggers Congressional review and penalties.
