(a) KUHA guarantees comprehensive coverage for all citizens, automatically.

(b) Services shall include, but are not limited to:

(1) Preventative care, screenings, and vaccinations.

(2) Emergency and urgent care, including ambulance services.

(3) Surgeries and hospitalizations, including elective procedures.

(4) Mental health, counseling, rehabilitation, and substance abuse treatment.

(5) Telemedicine and remote healthcare access.

(c) Special prioritization for children, elderly, and disabled citizens.

(d) Mobile clinics and telehealth programs for underserved and remote areas.

(e) Private hospitals receiving public funds must comply with KUHA regulations, reporting, and service standards.

(f) Citizens shall not require registration, cards, or additional documentation to access services.
