(a) Manufacturers shall make available to any owner or independent repair provider, on fair and reasonable terms, all components, documentation, and specialized tools necessary to diagnose, maintain, or repair their products.

(b) Manufacturers shall provide such access in a manner that is equivalent to that provided to authorized repair providers.

(c) Manufacturers shall ensure that all components, documentation, and specialized tools are provided in a timely manner and in formats that are accessible and usable.

(d) No Manufacturer shall implement any contractual term, technological measure, or design feature that prevents or unreasonably limits the ability of an owner or independent repair provider to diagnose, maintain, or repair a product.
