(a) There is hereby established an independent agency of the executive branch, to be known as the Kramerian Aerospace Administration, hereinafter referred to as the "KAA."

(b) The KAA shall be led by an Administrator, appointed by the President with the advice and consent of Congress.

(c) A Deputy Administrator shall be nominated by the Administrator and confirmed by Congress.

(d) The Administrator and Deputy Administrator shall serve without a fixed term and may be removed by the President at will.
