(a) Majority vote. Rules authorized to be prescribed under this part are adopted by a majority vote of the prescribing court.
(b) Publication in a designated public place. Every rule prescribed by a court under this part shall be published in a public place designated by the Chief Justice.
(c) Notice and comment. The prescribing court should give appropriate public notice and an opportunity for comment whenever a rule to be prescribed—
(1) affects any substantial right of a party or other person;
(2) modifies any material or significant provision of existing rules; or
(3) otherwise substantially affects judicial procedure.
