(a) “Medical services” – all primary care, hospital care, emergency care, surgery, rehabilitation, mental health services, vaccinations, telemedicine, and preventative programs.

(b) “National Health Fund (NHF)” – central treasury account for all KUHA activities.

(c) “Discretionary fund” – refers to the subset of NHF for urgent needs, pilot projects, medical research, and emergencies OR funds received from the government.

(d) “Secretary of Health” – the official responsible for fund management, program administration, compliance oversight, and reporting to Congress.

(e) “Hospital” – licensed facility funded or operated under KUHA.

(f) “Clinic” – smaller medical facility delivering outpatient services.

(g) “Citizen” – any individual holding valid Krameria citizenship.

(h) “Health provider” – any licensed professional delivering services under KUHA.

(i) “Program” – the totality of services, research, preventative initiatives, and emergency measures under KUHA.

(j) “Emergency event” – epidemic, pandemic, natural disaster, or critical supply shortage requiring rapid response.
