(a) Secretary of Health may allocate emergency funds to respond to:

(1) Epidemics, pandemics, or outbreaks.

(2) Natural disasters affecting healthcare delivery.

(3) Critical shortages of staff, medicine, or equipment.

(b) Emergency measures must be fully documented and reported within 15 days.

(c) Priority service delivery to affected areas with mobile units and temporary hospitals.
