(a) The Supreme Court and every court established by an Act of Congress may prescribe rules for the conduct of their business. Such rules shall be consistent with law and the rules prescribed by the Supreme Court under section 200.2 of this title.

(b) A rule prescribed by a court other than the Supreme Court under subsection (a) shall remain in effect unless modified or abrogated by the Supreme Court.
