(a) The Right of Petition. Every citizen and legal entity of the Republic of Krameria has the right to petition the Department for the registration of a unique emblem. This process is a civil administrative service and shall not be framed as a "grant of favor."

(b) Application Requirements. A petition for registration must include:

(1) A clear graphical rendering of the proposed emblem.

(2) A written Blazon using the standardized terminology defined in Section 2.

(3) A statement of "Non-Aristocratic Intent," affirming that the emblem does not claim any title or privilege prohibited by Article 3 of the Constitution.

(c) The Review Process (The "Democratic Test"). The Herald General shall review all applications to ensure:

(1) Uniqueness: The design is not confusingly similar to an existing entry in the Public Roll.

(2) Appropriateness: The design does not incorporate prohibited symbols of state authority (e.g., the Great Seal) or symbols associated with hate groups or anti-democratic ideologies.

(3) Article 4 Compliance: The design does not utilize specific coronets, supporters, or helms that historically signify a rank of nobility.

(d) Issuance of the Certificate of Registration. Upon approval, the Department shall issue a Certificate of Civic Registration. This document serves as prima facie evidence of the registrant’s right to use the emblem for identification, branding, and stationery.
