(a) Custody of the Great Seal. The Herald General shall serve as the technical custodian of the Great Seal of the Republic of Krameria. While the Secretary of State (or relevant high official) remains the legal keeper for the purposes of attesting documents, the Department is responsible for the physical maintenance, engraving, and digital security of the matrix.

(b) Hierarchy of Seals. To ensure administrative clarity, the Department shall categorize and regulate seals into three distinct tiers:

(1) The Great Seal: Reserved for treaties, commissions of federal officers, and acts of the President.

(2) Departmental Seals: Unique identifiers for Federal Departments, which must incorporate a common "Federal Border" to denote their subordination to the Republic.

(3) Office Seals: Simplified stamps for lower-level administrative use and the authentication of copies.

(c) Authorization for Manufacture. No person or private entity shall manufacture a physical or digital replica of an official State Seal without a Certificate of Authorization issued by the Department. All retired or damaged seal matrices must be returned to the Department for "defacing" (decommissioning) and archival storage to prevent fraudulent use.
