(a) Uniformity of the Republic. The Department shall issue a Manual of Federal Graphic Standards. All federal agencies must adhere to these standards to ensure that the "Visual Signature" of the Republic is recognizable, professional, and accessible to all citizens.

(b) Vexillological Specifications. The Herald General shall define the exact Pantone or hex-code color values and the precise geometric ratios for the National Flag. Any flag flown over a federal building or diplomatic mission must be certified as compliant with these specifications.
