(a) Establishment of the Public Roll. The Department shall maintain a permanent, centralized record known as the Kramerian Public Roll of Civic Emblems (the "Public Roll"). This register shall serve as the definitive legal archive for all approved graphical identifiers within the Republic, including federal, state, municipal, corporate, and individual emblems.
(b) Inclusion and Digital Accessibility.
(1) Format: The Public Roll shall be maintained in both a physical master ledger and a secure, publicly accessible digital database.
(2) Contents: Each entry must include the formal Blazon (technical description), a high-resolution graphical rendering, the date of registration, and the identity of the registrant.
(c) Purpose of Registration. In alignment with the Republic’s democratic principles, registration in the Public Roll serves as a Certification of Unique Identity and a protection against graphical infringement. It does not confer rank, title, or social precedence.
(d) Categories of Emblems. The Public Roll shall be divided into the following distinct classifications:
(1) Class A (Sovereign): Symbols of the Federal Republic, including the Great Seal and National Flag.
(2) Class B (Administrative): Seals and emblems of federal departments, agencies, and the several states.
(3) Class C (Municipal): Arms and seals of cities, counties, and local districts.
(4) Class D (Corporate): Emblems for non-governmental organizations, universities, and private corporations.
(5) Class E (Personal/Civic): Individual or family emblems intended for personal identification and heritage.
(e) The Principle of Non-Exclusivity of Heritage. Registration of a family emblem (Class E) by an individual shall not prevent other citizens of the same lineage from utilizing similar symbolic elements, provided such use does not result in the "Usurpation of Identity" or the claiming of a specific registered achievement belonging to another.
(f) Maintenance and Archival Integrity. The Herald General shall be the Chief Registrar of the Public Roll. No entry may be altered, deleted, or suppressed once finalized, except by order of a Federal Court or upon a finding of a constitutional violation under Article 3 or 4.
