(a) Appointment and Qualifications. The Department shall be headed by the Herald General of the Republic. The Herald General shall be appointed by the President, subject to confirmation by the Senate. Candidates must demonstrate high-level expertise in graphic design, history, or law, and a profound understanding of Kramerian constitutional principles.
(b) Authority to Grant and Register. The Herald General shall have the sole authority to:
(1) Approve the design of new federal agency seals.
(2) Certify the registration of "Civic Achievements" for private citizens or organizations, ensuring they do not mimic official state symbols or violate Article 3 of the Constitution.
(3) Issue "Letters of Graphic Authenticity" for historical reproductions.
(c) No Grant of Status. In accordance with Article 4 of the Constitution, the Herald General is strictly prohibited from issuing any certificate, scroll, or document that implies a change in the legal or social status of the recipient. The "Letters of Grant" issued by the Office shall be framed as a Copyright and Trademark Protection rather than a grant of honor or rank.
