(a) Creation and Mandate. There is hereby established within the Executive Branch of the Federal Republic of Krameria the Department of Heraldry and Symbolism (in this part, "the Department"). The Department shall serve as the primary federal authority for the design, record-keeping, and regulation of all visual identifiers representing the Republic, its agencies, and its constituent states.

(b) Institutional Independence. While organized under the federal administrative framework, the Department shall operate as a technical and semi-autonomous body to ensure the historical and aesthetic integrity of the Republic’s iconography, free from transitory political influence.

(c) Core Responsibilities. The Department shall be tasked with the following:

(1) The National Archive of Imagery: Maintaining the central repository for all past and present versions of the Great Seal, departmental seals, and flags.

(2) Standardization: Issuing binding graphical standards for government letterheads, digital interfaces, and physical signage to ensure a cohesive "Voice of the Republic."

(3) Vexillological Oversight: Defining the exact proportions, colors, and textile requirements for the National Flag and official maritime ensigns.

(4) Civic Consultations: Providing expert advice to local municipalities and public institutions on the development of unique, non-aristocratic emblems that reflect local history and democratic values.

(d) Repository of Truth. The Department shall maintain the Digital Master Files for all official symbolism. Any reproduction of a state symbol for official government business must be derived from the Department’s certified templates to ensure visual consistency across the Federation.
