(a) No person shall possess, purchase, manufacture, or transfer a firearm without first obtaining a National Firearm License.
(b) A license shall only be issued after:
(1) Completion of a comprehensive background check;
(2) A written declaration of intended lawful use.
(c) Licenses shall be valid for a period of four weeks and must be renewed upon expiration. Renewal requires confirmation that eligibility standards remain satisfied.
