(a) Funding and Revenue. The Department shall be funded through federal appropriations. However, the Herald General is authorized to collect reasonable administrative fees for the processing and digital archiving of Class D (Corporate) and Class E (Personal) emblems. Such fees shall be deposited into the Federal Iconography Fund for the maintenance of the Public Roll.
(b) Inter-Agency Cooperation. All federal agencies and military branches are required to submit their current seals and insignia to the Department for "Standardization Review" within two weeks of the passage of this part [March 30, 2026].
(c) Severability. If any provision of this part, or the application thereof to any person or circumstance, is held invalid by a court of law, the remainder of the part and the application of such provision to other persons or circumstances shall not be affected thereby.
