(a) Establishment and Purpose. There is hereby established the Civic Design Review Board (the "Board"), a permanent advisory body to the Department. The Board’s primary mission is to ensure that the evolution of Kramerian symbolism remains aesthetically dignified, historically grounded, and strictly aligned with the democratic and egalitarian values of the Republic.

(b) Composition of the Board. The Board shall consist of seven (7) members appointed by the Herald General for staggered four-year terms, comprising:

(1) Up to two historians specializing in Kramerian or international iconography;

(2) Up to two professional graphic designers or vexillographers;

(3) Up to one legal scholar specializing in Constitutional Law (specifically Articles 3 and 4);

(4) Up to two public representatives with a background in cultural heritage.

(c) Duties and Consultative Powers. The Board shall:

(1) Review all proposed changes to the National Flag, Great Seal, or departmental identifiers.

(2) Hear appeals from citizens whose petitions for registration in the Public Roll were denied by the Herald General.

(3) Advise on the "De-Aristocratization" of traditional heraldic elements to ensure they function as modern civic identifiers.

(d) Public Input. The Board shall hold biennial public forums to discuss the state of the Republic’s visual identity and to gather citizen feedback on new municipal or federal emblems.
