(a) A person is guilty of the offense of Spam when they intentionally or recklessly send messages, images, or both, in a rapid succession with the intent to disturb, hinder, or prevent conversation, discussion, debate, or official proceedings.

(b) Spam is a Second-Degree Misdemeanor.
