(a) A person is guilty of the offense of Participation in a Campaign Canvassing Scheme when they engage in campaign canvassing as defined in section 105.8 of this title and—

(1) canvassed five or more people over the course of one election; or

(2) conspired, organized, or collaborated with others in order to canvass more voters or further the goals of the scheme.

(b) Except as otherwise provided in this section, Participation in a Canvassing Scheme is a Third-Degree Felony.

(c) If the Participation in a Canvassing Scheme was found to have changed the results of an election or referendum, the offense shall be enhanced, and it is a Second-Degree Felony.
