The Secretary of the Economy shall exercise the following powers:

1. To draft and introduce to congress a monthly budget, and to manage the said budget and the national treasury;
2. To appropriate funds for departments;
3. To regulate interstate commerce;
4. To administer tax collection and taxation policies.
