All ties shall be resolved through backwards tie-breaking, whereby the vote totals of the tied candidates in preceding rounds shall be reviewed, and the candidate with the lower vote total in the most recent preceding round in which a difference exists shall be eliminated. If the tie persists through all preceding rounds, the candidate with the lower number of first-preference votes in the initial count shall be eliminated. If a tie still cannot be resolved, it shall be determined by lot.
