All presidential and federal elections shall be conducted using instant-runoff voting. Voters shall rank candidates in order of preference. Each ballot shall initially count as one (1) vote for the highest-ranked continuing candidate. If a candidate receives an absolute majority of valid votes cast, that candidate shall be elected. If no candidate receives such a majority, the candidate with the fewest votes shall be eliminated, and ballots cast for that candidate shall be transferred to the next preferred continuing candidate indicated on each ballot. This process of elimination and redistribution shall continue iteratively until a candidate attains an absolute majority, at which point that candidate shall be elected.
