Elections shall only be conducted using Google Forms, or software developed by the KEB. Any software developed by the KEB to manage elections shall:

(1) be open-source and free to use;

(2) be compatible with Kramerian electoral systems and easy to use with those systems;

(3) save records of each response in every election; and

(4) require administrative permissions the KEB has, which ordinary citizens do not have, to use in Kramerian elections.
