The Secretary of National Defense shall exercise the following powers:

  1. To advise the President on matters of national security and military affairs;
  2. To manage and oversee the Kramerian Armed Forces;
  3. To develop and implement military and defense policies.
  4. To advise the president on matters of domestic security;
  5. To develop and implement national security policies.

This is an error by the bill author. §104.1 calls the role the “Secretary of Defense”, meaning the bill technically creates a role and gives it no powers, while on the other hand giving powers to a non-existing role. Currently this is remedied by Executive action, not a legislative amendment.
