Nothing in this part shall be construed to authorize the Economic Bot, or any authority operating through it, to supersede, preempt, or otherwise interfere with the lawful powers reserved to the States. States shall retain full authority over their internal economic policies, systems, and administration, except where they voluntarily opt into functionalities provided by the Economic Bot.
