The Secretary of Foreign Affairs shall exercise the following powers:

(1) To conduct diplomatic relations with foreign nations;

(2) To negotiate treaties on behalf of the Republic, which shall be subject to congressional ratification;

(3) To manage embassies and ambassadors in foreign nations;
